First Tourism Club for MMU

MALACCA: The country's first ministry-endorsed Tourism Club will be established by the Multimedia University (MMU) at its Malacca campus to promote tourism.

Tourism Minister Datuk Seri Dr Ng Yen Yen said the 12-year-old university was an ideal choice for such a club to be initiated based on its strategic location in Malacca, which is a Unesco World Heritage Site.

Students who are taking up courses in creative multimedia and information technology at MMU could help promote tourism using the digital and multimedia platforms, she told reporters after launching the 15th Chinese New Year Extravaganza organised by MMU's Chinese Language Society in Bukit Beruang on Thursday night.

Dr Ng said the club would initially function as a source of information on the uniqueness of Malaysia's tourist attractions to the estimated 2,000 international students studying at the Malacca campus.

She also pledged RM10,000 as set-up fund for the club to implement its activities.

“The ministry will also assist the club, including training members who are keen to become part-time tour guides,” she added.

MMU president Prof Datuk Dr Muhamad Rasat Muhamad said Dr Ng's initiative was welcomed by the university.

“We have more than 70 clubs initiated by students in MMU Malacca and I am sure there will be those thrilled with the idea and have what it takes to make this club a success.
“The combination of tourism with creative multimedia is interesting and will be an eye-opener for the students,” he added.

Meanwhile, Dr Ng refuted claims that many Wanita MCA members were leaving the party.
She said such claims were not true at all and not even mentioned during the party's central committee meeting a day earlier.

“I can say confidently that no one has left Wanita MCA.”

AIMST University signs cooperative MoU with MMU

Melaka, Malaysia: Wednesday, December 1, 2010 ― AIMST University, Kedah-based University dedicated to high-quality value-based education, signed a Memorandum of Understanding (MoU) with the Multimedia University (MMU) in Bukit Beruang, Melaka to promote cooperation between both educational institutions.


Under the accord of the MoU, the two universities will engage in joint research activities, organizing training programs and workshops, exchange visits by academic staff, researchers and students, exchange relevant information, and developing and implementing R&D projects of mutual interest. The research activities plan and their implementation will be mutually developed on a 'project by project' basis. AIMST University Chief Executive & Vice-Chancellor Prof Frederick Charles Smales and MMU President Prof. Dr. Zaharin b. Yusoff signed the MoU on December 1, 2010.


In northern part of Peninsular Malaysia, AIMST University is playing an important role in training students in the field of Biotechnology, in addition to Medicine, Physiotherapy, Pharmacy, Nursing, Dentistry, Engineering and information technology and Business. Currently, AIMST University has about 3,000 students. Postgraduate program such as M. Sc Biotechnology is becoming popular among students, and Ph. Acta: Europe braced for protests over anti-piracy treaty

Further protests in opposition to controversial anti-piracy measures have taken place, with another 100 expected to happen in Europe this week.

A petition calling for the rejection of the Anti-Counterfeiting Trade Agreement (Acta) has attracted over 1.75 million signatures.

The treaty intends to standardise copyright protection measures, but has been heavily criticised.

On Saturday, about 2,000 people marched in the Slovenian capital, Ljubljana.

More co-ordinated action is expected to take place across Europe on 11 February.

The Slovenian protests were spearheaded by the country's ambassador to Japan, Helena Drnovsek Zorko, and follow similar protests in Poland in which tens of thousands took to the streets.

Last week, Ms Zorko apologised for her "carelessness" in signing the treaty.

In a lengthy statement she admitted: "I did not pay enough attention.

"Quite simply, I did not clearly connect the agreement I had been instructed to sign with the agreement that, according to my own civic conviction, limits and withholds the freedom of engagement on the largest and most significant network in human history, and thus limits particularly the future of our children."

Offline action

She urged opponents of Acta to attend the protest in Ljubljana "in my name".

In tandem with the "real world" protest, the website of NLB, Slovenia's largest bank, was temporarily taken offline by hackers.

Activism website stoppacta-protest.info lists more than 100 protests scheduled across Europe on Saturday, including events in London, Munich and Paris.

The petition, which is aiming for over two million signatures, will be "delivered to decision-makers" in Brussels in the coming days, organisers said.

What is Acta?

• The Anti-Counterfeiting Trade Agreement is an international treaty aiming to standardise copyright protection measures.
• It seeks to curb trade of counterfeited physical goods, including copyrighted material online.
• Preventative measures include possible imprisonment and fines.
• Critics argue that it will stifle freedom of expression on the internet, and it has been likened to the controversial Stop Online Piracy Act (Sopa).
• Acta has been signed by 22 EU members, including the UK, but is yet to be ratified by the European Parliament.

Other developments involving Acta include:

• Following huge protests in Poland, Prime Minister Donald Tusk said he would hold off plans to ratify the agreement, admitting that the negotiation process "did not involve sufficient consultation".
• Swedish government websites - including sweden.gov.se - were reportedly taken down for a brief period by hacking collective Anonymous.
• In Greece, daily newspaper Athens News reported that hackers gained access to the justice ministry's website, posting a video demanding that the government "stop Acta".
• Ahead of larger protests in the UK this weekend, a handful of protesters gathered in Nottingham's Old Market Square on 4 February.
• Last month, the European Parliament's rapporteur for Acta, Kader Arif, resigned. He described negotiations as a "masquerade".

Signed 'in secret'

Supporters of the treaty argue that it should not create any new laws, and that the measures are necessary to clamp down on growing levels of piracy.

However, UK-based privacy campaigner Big Brother Watch has called for a parliamentary debate on Acta, arguing that the treaty had been signed in "secret".

"It would be wholly wrong for the solution to avoid public scrutiny," the campaign's director Nick Pickles wrote in a letter to Business Secretary Vince Cable.

"I hope you would share my concern that the legislative process must be open for it to have any legitimacy."

In a statement sent to the BBC, a spokesman for the Department for Business, Innovation and Skills said: "The UK continually pushed for greater transparency in negotiations as we believed that it was a valuable aid to public understanding of the agreement.

"We were able to achieve some victories, such as publishing of the draft text in April 2010, but we were limited in what we could do as this was an international negotiation."

The treaty has yet to be ratified by the European Parliament, with a debate expected to take place in the summer.

Symantec code theft: Hackers 'attempted extortion'

Hackers tried to extort money in exchange for keeping source code private, security firm Symantec has said.

It comes as hackers made public emails from law enforcement agents posing as a Symantec employee.

Officials pretended to be the security firm in order to "offer" the hackers $50,000 (£32,000).

However, more source code has allegedly been released after negotiations apparently broke down.

Symantec said it had contacted US law enforcement after being approached by the hackers last month.

In a lengthy series of emails, law enforcement agents posed as a fake Symantec employee named Sam Thomas.

The character was involved in lengthy email discussions with hackers believed to be from India-based group the Lords of Dharmaraja, part of the wider Anonymous collective.

Agents, posing as Sam, told the hackers: "We can pay you $2,500 per month for the first three months.

"In exchange, you will make a public statement on behalf of your group that you lied about the hack (as you previously stated).

"Once that's done, we will pay the rest of the $50,000 to your account and you can take it all out at once. That should solve your problem."

At one point, the hackers suspected FBI involvement, writing: "say hi to FBI agents".

Stolen code

By the end of the email discussion, negotiations began to stall.

At 04:46 GMT on Tuesday, an account belonging to Anonymous suggested that more than a gigabyte of source code from the company's PC Anywhere software had been uploaded to torrent website The Pirate Bay.

Symantec would not confirm that this was the case.

Symantec has released advice for businesses that rely on its PC Anywhere software

"In January an individual claiming to be part of the 'Anonymous' group attempted to extort a payment from Symantec in exchange for not publicly posting stolen Symantec source code they claimed to have in their possession," the company said in a statement.

"Symantec conducted an internal investigation into this incident and also contacted law enforcement, given the attempted extortion and apparent theft of intellectual property.

"The communications with the person(s) attempting to extort the payment from Symantec were part of the law enforcement investigation.

"Given that the investigation is still ongoing, we are not going to disclose the law enforcement agencies involved and have no additional information to provide."

At risk

Last month, users of PC Anywhere software were told by the company to disable its use where possible.

The company confirmed that "old" source code stolen by the hackers had exposed vulnerabilities in the program which allows remote access to computers.

Other programs affected include Norton Antivirus Corporate Edition, Norton Internet Security and Norton Systemworks (Norton Utilities and Norton Go Back).

However, only PC Anywhere is said to be at risk. Symantec has beenreleasing patches and further information via its website.

International ICT Policies and Strategies

The World of Domain Name is fast changing. Whether it is the Policy decisions or the issues of securing Internet and Domain Names, lots of development is taking place these days. Internet Corporation for Assigned Names and Numbers (ICANN) has been taking many pro active steps in this regard. For instance, recently ICANN and INTERPOL have agreed to work in the direction of securing Internet.

ICANN has also widely contributed for the World of Domain Names. ICANN has formulated the Uniform Dispute Resolution Policy (UDRP) that has been in effect for over 10 years. It is widely recognised as one of ICANN’s defining accomplishments from its formative years. While not perfect, the UDRP has successfully offered parties a far less expensive alternative to costly litigation for resolving international disputes involving domain name cybersquatting. In the last decade, the Internet community has come to rely on the consistency, predictability, efficiency, and fairness generally associated with the present implementation of the UDRP.

The UDRP has not been reviewed by the GNSO Council since its inception. Now a Preliminary Issue Report on the Current State of the UDRP has been prepared at the request of the GNSO Council and it has been posted online for public comment. The Public Comment period ends on 15 July 2011. Upon the publication of the Final Issue Report, the GNSO Council will determine whether to commence a Policy Development Process (PDP) on the UDRP.

In response to the GNSO Council’s request, Staff conducted preliminary research on the UDRP to identify issues for inclusion in this Report. Due to the tremendous volume of cases and materials available regarding the UDRP (including, over 300,000 hits on Google alone), it became clear that there was no effective way to evaluate these materials. Instead, at the suggestion of the GNSO Council, Staff conducted a Webinar on the Current State of the UDRP (UDRP Webinar), to solicit feedback and information from UDRP experts and representatives from a broad cross-section of stakeholders.

While periodic assessment of policies can be beneficial to guard against unexpected results or inefficient process, the GNSO Council should consider the perspective of the ICANN community with regard to whether such review is necessary or warranted. Although properly within the scope of the GNSO’s mandate, Staff recommends that a PDP on the UDRP not be initiated at this time. However, if the GNSO Council nevertheless believes that the UDRP should be reviewed, Staff suggests an alternative approach for addressing this issue. After carefully evaluating the issues and concerns expressed by the ICANN community regarding the UDRP, Staff has concluded that many issues relate to process issues associated with the implementation of the UDRP, rather than the language of the policy itself. The GNSO Council should consider in lieu of commencing a PDP, convening a small group of experts to produce recommendations to improve the process or implementation of the UDRP policy as an initial step. If after consideration of such expert recommendations, there continues to be a desire to conduct a more thorough review of the UDRP, the GNSO Council could subsequently initiate a more focused PDP at that time.

This Report addresses the GNSO’s specific request for information on:

(1) How the UDRP has addressed the problem of cybersquatting to date, and any insufficiencies/inequalities associated with the process.

(2) Whether the definition of cybersquatting inherent within the existing UDRP language needs to be reviewed or updated.

This is an opportunity for the ICANN community to provide its views on the current state of the UDRP, and on whether a Policy Development process should be initiated to review the UDRP. This Report will be updated to reflect such feedback in the Final Issue Report to be presented to the GNSO Council after the closing of this public comment forum.
